NTCA (National Telephone Cooperative Association) is a membership-based organisation that administers retirement and security programs, savings plans, payroll audits, and benefits services for its member telephone cooperatives across the United States. Their technology environment supports critical business functions — adoption agreements, benefits modelling, fund tracking, payment processing, event management, and electronic document distribution. The platform spans both .NET and Java-based applications, serving internal staff and external member companies through a suite of interconnected tools including eSolutions Hub, rPay, rFund, Payroll Audit, and the Adoption Agreement system. Over time, the application portfolio had grown organically — resulting in fragmented legacy systems, inconsistent development practices, and manual processes that introduced operational risk. Code Review & Quality Assessment
Conducted detailed code reviews across all .NET applications — rPay, rFund — using SonarQube, alongside development process compliance reviews and configuration audits. Extended the same structured review process to Java applications, with knowledge transfer sessions to onboard the team into NTCA's architecture and practices.
Savings Adoption Agreement Digitisation
Designed and implemented the full savings adoption agreement workflow within the eSolutions Hub and Adoption Agreement system — delivered across multiple phases covering eSolutions form creation, system integration, status management, letter generation (acknowledgement, confirmation, weekly memo), PDF creation, and compliance reporting for both Money Purchase and Profit Sharing plans.
Annual Compliance Cycle Updates
Managed repeatable annual update cycles for R&S adoption modelling tools — including surcharge reduction factor changes, adoption year rollover, salary and payroll audit return date updates, and Estimated Salary Worksheet revisions. Each cycle was delivered on-time, aligned with NTCA's regulatory calendar, and validated before production deployment.
Application Maintenance & Enhancement
Provided ongoing maintenance across the full application suite — rFund statement corrections, rPay report modifications, eSolutions site updates, Electronic Document Distribution enhancements, and Benefits Summary updates. Maintained a responsive support model handling production issues, member-reported defects, and enhancement requests.
QA Framework & UAT Support
Established structured QA processes across the portfolio — test case preparation, functional testing, regression coverage, defect logging, UAT support, and root cause analysis for any escaped defects. Ensured compliance-critical features were thoroughly validated before each regulatory cycle and production deployment.
Migration & Deployment Process
Established a robust production migration framework with detailed migration plans, stakeholder communication protocols, rollback strategies, and coordinated deployment windows.
